Scott Humphreys is a Principal Partner at D.R. Coell & Associates and has almost 20 years of experience as an AACI, P.App appraiser. Scott focuses on a variety of commercial real estate assets including multifamily, office, retail, industrial and development land. Scott has experience as an expert witness in the Supreme Court of British Columbia and various arbitration tribunals.

Mishelle Martin

Principal | AACI, P.App, RI

Mishelle Martin completed the Urban Land Economics Diploma through the Sauder School of Business at UBC in 2007. She worked as a residential appraiser for six years before joining the D.R. Coell & Associates team in July 2013. In January 2015, Mishelle became a Partner in the firm.

Mishelle is a designated AACI, P.App and CRA appraiser with the Appraisal Institute of Canada (AIC), a professional member of the Real Estate Institute of BC and an associate member of the Victoria Real Estate Board. She has appraised a variety of properties including commercial, office, industrial and multi-family residential, and she specializes in development properties. Mishelle’s vast background in real estate properties and dedication to high-quality service ensures a rewarding experience for all of her clients.

Rick Howard

Senior Associate | AACI, P. App., CRP, CPPA

Rick Howard has over 35 years’ experience in real estate appraisal, insurance appraisals, reserve fund studies and the valuation of personal property. Rick holds an AACI, P.App. through the Appraisal Institute of Canada (AIC), which is the highest real estate appraisal designation in the country. He is also a Certified Reserve Fund Planner (CRP) through the Real Estate Institute of Canada (REIC) and is a Certified Personal Property Appraiser (CPPA) through the Canadian Personal Property Appraisers Group.

Alanna Gagliani

Senior Associate | B.Sc., AACI, P.App

Alanna Gagliani joined D.R. Coell & Associates in 2015 as the office administrator before shortly realizing she has great admiration for the appraisal field.  Alanna graduated from the University of Victoria with a Bachelor of Science in Biology in June of 2014.  She then completed the education required through University of British Columbia Sauder School of Business to obtain an Accredited Appraiser Canadian Institute (AACI, P. App.) designation in September 2023.  Alanna is now focusing on all types of commercial real estate assets including, but not limited to office, multifamily, industrial, retail, and development land as well as specializes in the appraisal of First Nations interests throughout B.C.

Liam Fast

Senior Associate | B.Comm, AACI, P.App

Accredited Real Property Appraiser – Expropriation, Litigation & Complex Valuations

Liam Fast is an AACI, P.App accredited member of the Appraisal Institute of Canada (designated 2019), practicing province-wide from Victoria with D.R. Coell & Associates Inc.  With well over a decade of experience, his practice concentrates on assignments where value is often contested or is complex: expropriation and injurious affection, litigation and expert testimony, property assessment and tax appeals, and the valuation of resource, agricultural, and special-purpose lands.

Liam has provided expert evidence in the Supreme Court of British Columbia, accepted by the Court under cross-examination, and has testified before the Property Assessment Appeal Board and Property Assessment Review Panel on complex classification, equity, and valuation issues.  He acts in rent and compensation arbitrations both as a party-retained expert and as sole arbitrator appointed by each side.  Liam gas has defended development and valuation analyses before Environment Canada’s Appraisal Review Panel under the Ecological Gifts Program, as well as in GST contestation with the CRA, and in Property Transfer Tax matters relating to Revenue B.C.

Areas of Focus

Expropriation & partial-taking compensation – statutory right-of-way, easement, and injurious-affection analysis, acting for both claimants and expropriating authorities.

Litigation support & expert witness work – for the courts, assessment boards, tribunals, and arbitration.

Property assessment appeals & tax consulting – including successful office and retail assessment appeals achieving property tax savings of up to $300,000 per appeal.

Resource & agricultural valuation – coastal and interior timberlands, carbon forest analysis, farmland (general and special use), and forestry portfolios, including a 46,000-hectare timberland acquisition and 10,000-hectare carbon-forest assignments

Special-purpose & unique lands — private islands, water lots, filled foreshore, conservation covenants, and public lands including parks, schools, universities, and hospitals

Development & land valuation — subdivision and residual analysis, highest-and-best-use studies, feasibility and absorption

Gianna Fuller

Associate | B.Sc., AACI, P.App

Gianna completed both a Bachelor of Science in Economics at the University of Victoria and a Diploma in Urban Land Economics from UBC’s Sauder School of Business in 2010. She got her start in real estate by working for Abstract Developments in Victoria, BC, then spent eight years working for the City of Calgary Assessment Department, specializing in property assessment appeals and negotiations for a multitude of property types. She moved back to her hometown of Victoria and started with D.R. Coell & Associates in 2023. Gianna holds the AACI, P.App designation with the Appraisal Institute of Canada.

Jackson Biehl

Associate | B.Sc., AIC Candidate

Jackson Biehl joined D.R Coell and Associates in spring of 2019 as an Appraisal Assistant, after having worked in an administrative role for the BC Public Service. Jackson graduated from St. Francis Xavier University in 2015 with a Bachelor of Science, Honours in Chemistry. He is currently enrolled in the UBC Sauder School of Business, working towards the Accredited Appraiser Canadian Institute (AACI, P.App) designation.

Harrison Siemens

Harrison Siemens joined D.R. Coell & Associates as a research analyst and office assistant in December 2020. Originally a Co-Op student at the University of Victoria (UVIC), Harrison was such a great fit that he has permanently joined our team. Harrison graduated from UVic in 2021 with his Bachelor of Commerce and is a Candidate member of the Appraisal Institute of Canada.

Raedene holds a Bachelor of Arts in History from Thompson Rivers University and a Master of Arts in Integrated Studies from Athabasca University. Now a Candidate member of the Appraisal Institute of Canada, she’s pursuing her AACI designation through the UBC Sauder School of Business. Originally from Salmon Arm, Raedene joined D.R. Coell & Associates as a commercial appraisal assistant in 2024 after relocating to Victoria. In 2025 she moved into the associate position.

Cindy joined D.R. Coell & Associates as a Commercial Appraisal Assistant in 2025. She brings decades of experience in real estate and administration to the role. Cindy focuses on administrative report production, sale and lease comparable research, and provides executive assistant support to the firm’s partners.

Kasey Allsopp

Office Manager

Kasey became part of D.R. Coell & Associates in 2023 as an administrative assistant and transitioned to the office manager role in 2025. She plays a key role in managing the day-to-day operations, supporting the team, and implementing projects like social media management and technology upgrades to streamline our systems and processes.
