Accredited Real Property Appraiser – Expropriation, Litigation & Complex Valuations
Liam Fast is an AACI, P.App accredited member of the Appraisal Institute of Canada (designated 2019), practicing province-wide from Victoria with D.R. Coell & Associates Inc. With well over a decade of experience, his practice concentrates on assignments where value is often contested or is complex: expropriation and injurious affection, litigation and expert testimony, property assessment and tax appeals, and the valuation of resource, agricultural, and special-purpose lands.
Liam has provided expert evidence in the Supreme Court of British Columbia, accepted by the Court under cross-examination, and has testified before the Property Assessment Appeal Board and Property Assessment Review Panel on complex classification, equity, and valuation issues. He acts in rent and compensation arbitrations both as a party-retained expert and as sole arbitrator appointed by each side. Liam gas has defended development and valuation analyses before Environment Canada’s Appraisal Review Panel under the Ecological Gifts Program, as well as in GST contestation with the CRA, and in Property Transfer Tax matters relating to Revenue B.C.

Expropriation & partial-taking compensation – statutory right-of-way, easement, and injurious-affection analysis, acting for both claimants and expropriating authorities.
Litigation support & expert witness work – for the courts, assessment boards, tribunals, and arbitration.
Property assessment appeals & tax consulting – including successful office and retail assessment appeals achieving property tax savings of up to $300,000 per appeal.
Resource & agricultural valuation – coastal and interior timberlands, carbon forest analysis, farmland (general and special use), and forestry portfolios, including a 46,000-hectare timberland acquisition and 10,000-hectare carbon-forest assignments
Special-purpose & unique lands — private islands, water lots, filled foreshore, conservation covenants, and public lands including parks, schools, universities, and hospitals
Development & land valuation — subdivision and residual analysis, highest-and-best-use studies, feasibility and absorption

Liam presently accepts assignments across rural and urban British Columbia, with major projects completed in the Kootenays, the Okanogan/Kamloops, and Northern B.C. He has past experience which extended across Alberta.
